In this week’s news update, we break down three critical sector developments taking effect under the Department for Education (DfE) and Ofsted: lower safeguarding reporting thresholds, Ofsted’s inspection focus on room-level communication, and new official statutory rules on screen use and personal devices.
1. Safeguarding Update: Lowered Reporting Thresholds & Total Transparency
The Department for Education (DfE) has updated the statutory guidance regarding allegations against staff and adults on nursery premises.

The Sector Update: The official threshold for notifying Ofsted has been lowered. Settings are now required to report any allegation of "harm" involving an adult connected to the setting, dropping the previous wording that restricted notifications strictly to "serious harm". Harm is broadly defined to cover physical, emotional, or developmental ill-treatment, including non-physical abuse or witnessing domestic distress.

What This Means on the Floor: Complete transparency is more vital than ever. As a temporary practitioner, if an incident, concern, or unusual interaction occurs during your shift—no matter how minor it might seem—you must log it and report it directly to the setting's Designated Safeguarding Lead (DSL) immediately. Removing the "judgement call" means every observation must be passed up the chain to keep children completely safe.
2. Ofsted Update: Prioritising Communication Over Admin Files
Ahead of upcoming inspections, Ofsted’s refreshed Early Years Inspection Toolkit reinforces that inspectors evaluate a room based on real-time floor interactions rather than stacks of written paperwork.

The Sector Update: Inspectors are heavily focusing on how staff build children's early language, vocabulary, and emotional confidence during spontaneous play. They are looking for settings where practitioners actively converse, read, and co-regulate with children throughout the day.

What This Means on the Floor: Inspectors routinely talk to agency and temporary staff during site visits! You can easily demonstrate excellence on the floor by getting down to eye level, narrating what children are building or exploring, asking open-ended questions ("What do you think will happen if...?"), and modeling rich vocabulary. Showing that you are an active, engaged presence in the room is one of the highest indicators of quality practice.
3. EYFS Update: Official Rules on Screen Time & Personal Devices
For the first time, the DfE has published formal statutory guidance explicitly regulating digital screens and electronic devices in early years settings.

The Sector Update: The updated framework sets clear rules on screen use:

Under-2s: Screen time must be avoided entirely (other than exceptional video calls with parents).

Ages 2 to 5: Screen use should be strictly limited to a maximum of 1 hour per day and used only for clear, interactive learning goals—never as a passive distraction or behavior management tool.

AI Features: Children must not use toys or devices with built-in AI features.

What This Means on the Floor: Early years practice is firmly centered around real-world, hands-on sensory play and human interaction. For temporary staff, this means your personal mobile phone and smart devices must be turned off and stored safely in staff lockers upon arrival. On shift, focus on delivering physical, real-world activities like storybooks, mark-making, and outdoor exploration.
