Early Years News: Lower Harm Thresholds, SEND Inclusion on Shift & New Screen Limits

Essential Floor Guidance: Reporting Thresholds, Adaptive Inclusion & Screen Limits

Delivering safe, responsive care across early years provisions requires consistent standards from every practitioner in the building. Whether you are managing a setting, leading a room team, or supporting as a flexible cover practitioner, understanding statutory expectations and regulatory priorities ensures rooms remain compliant, nurturing, and well-managed.

For temporary staff in particular, keeping your knowledge current gives permanent teams immediate confidence in your practice from the moment you step through the door.

This week’s sector update covers three essential floor-level areas: the updated safeguarding threshold for reporting harm, practical strategies for supporting SEND inclusion during Ofsted observations, and the statutory guidelines governing screen use for under-fives in early years settings.

1. Safeguarding: Understanding the Lowered "Harm" Threshold

National safeguarding updates and the EYFS framework align threshold language directly with Working Together to Safeguard Children, moving away from only acting on "serious harm" to acting on any concern of "harm."

  • The Sector Focus: Providers must report and take swift internal action on any allegation or concern involving "harm" rather than waiting for a situation to escalate.

  • What This Means for Temp Staff on the Floor:

    • Lower your mental threshold: Never hold back a concern because it doesn't seem "extreme" enough. If you observe rough handling, inappropriate verbal chastisement, or signs of neglect/abuse, that meets the threshold to report.

    • Report before you leave: Always identify the setting’s Designated Safeguarding Lead (DSL) during your morning induction and report any observation directly before your shift ends.

2. Ofsted: Active Inclusion & SEND Adaptations During Play

Under the latest early years inspection framework, Inclusion is evaluated as a distinct inspection priority. Inspectors assess how adults actively adapt the environment so children with Special Educational Needs and Disabilities (SEND) can fully access play, rather than just being physically present.

  • The Sector Focus: Inspectors want to see practitioners asking: "What can I change in the environment so this child can participate?" rather than leaving children to struggle or wander.

  • What This Means for Temp Staff on the Floor:

    • Ask for room profiles on arrival: Check with the room leader if any children have sensory sensitivities, communication plans, or specific triggers.

    • Use multi-sensory communication: Support verbal instructions with visual timetable cards, real objects of reference (e.g., holding up a water cup or coat), and natural gesture/sign to give children processing time.

    • Break down activities: If a child is overwhelmed by a busy table activity, offer a smaller portion of the resource in a quieter corner of the room to keep them engaged without sensory overload.

3. EYFS: Statutory Screen Limits & Screen-Free Routines

The statutory framework establishes clear limits on screen use across early years provisions to protect physical play, communication, and sleep routines.

  • The Sector Focus: Guidance requires zero screen use for children under 2 in settings, limits screen time for ages 2–5 to no more than one hour daily, and mandates that screens are never used during mealtimes or within an hour of sleep.

  • What This Means for Temp Staff on the Floor:

    • Prioritise hands-on play: If you are leading an activity or settling a group, reach for sensory bins, singing, storybooks, or floor toys rather than relying on nursery tablets or digital games.

    • Respect screen-free zones: Ensure nursery tablets are used strictly by staff for statutory logging, observations, or registers—never as passive pacifiers or entertainment during lunch, snack, or rest times.
